Facilities for enterprises
Ukraine ranks 145 th place among 181 countries reviewed in the report of Doing Business 2009 (the sixth in a series of annual publications of the World Bank and International Finance Corporation) and last year Ukraine had a 144-th place among 178 countries. The rankings, are taken into account, the time and cost to meet government requirements for a new business start-up, operation, trade, taxation, and closure.
Based on review of the regulatory framework as well as regular consultations with the business sector, the World Bank and IFC have identified the following areas for priority action for Ukraine:
* Develop a new tax code that includes a significant reduction in the number and complexity of tax procedures;
* Radically reduce and simplify the regime of licenses and permits, including building permits;
* Adopt a law on joint stock companies, which should establish clear rules on liability of directors, disclosure and protection of minority shareholders;
